Business User cannot access to custom WoC due to authorization

Hi Experts,

I've created a custom BO and WoC then assign it with Business User (already created BAC/ check in/activate and deploy the solution)

however, when I login with Business User and go to a custom WoC, message "You are not authorized to change the data" occurred, and cannot create any instance for that BO.

Please kindly suggest if anybody knows how to solve it.
